City hall’s latest gaffe would have people who aren’t accountable to residents decide what they’re told

Question: What do you get when you combine a small town where nothing much happens, a city council apparently overly impressed with itself and a new policy aimed at controlling the flow of information from city hall to residents? Answer: White Rock.

A press release from that city’s administration section appeared in my inbox Wednesday morning informing me that I no longer have the luxury of picking up the phone and calling city council members directly to elicit information about the doings of that august body.

White Rock city council has decided it no longer wishes to have unfiltered information released to the public.

The policy requires reporters to call the city’s PR person, or the city manager, to request an interview with anyone on council or staff. Those two staffers will recommend spokespersons and – this part is important – “staff will provide a briefing report to the authorized City (sic) spokesperson prior to an interview with key messages.”

That means they’ll tell the “authorized spokesperson” what to say. They’ll try to spin the story. It’s political butt covering.

By muzzling council members and city staff this way, all information can be properly (from the point of view of the individuals behind this nefarious bit of policy) smoothed and polished before release.

Consider this: If bureaucrats in city hall are allowed to choose who can speak to the media, the obvious corollary is that they will also be allowed to choose who cannot speak to the media. If those selections are made for political reasons, the result will inevitably be bad news for residents of White Rock.

These are not the people you want deciding what you are going to be told about the business of White Rock city hall. They are not accountable to you, that is a status unique to the mayor and councillors.

That status is reserved for the people you voted into office and who you can vote out of office, if you so choose. They are the people who must answer directly to the voter – more often than not through the media – without interference from the city’s administration.

No matter what the stated justification for this dangerous policy might be, what we have here is censorship.

I cover Surrey city hall for my paper.

If I want to speak to Mayor Dianne Watts, I can do so without going through anyone. I pick up my phone and call the mayor on her cellphone.

Delta Mayor Lois Jackson? Got her cell number, too. Both answer their own phones and talk to me. No nonsense. No interference. Nobody telling them who they can, and can’t, speak to.

While I’m on the subject of Surrey’s mayor, let me contrast what goes on at a Surrey council meeting with what goes on at a White Rock council meeting.

A typical Surrey council agenda is a stack of paper three inches thick. It includes many applications for development, often hundreds of living units at a time.

It typically also includes a dozen or two corporate reports usually involving millions spent providing services to residents of that bustling city.

Surrey is growing, vibrant and coming of age in spectacular fashion and the business of its council reflects those truths.

Now let us turn to White Rock.

A typical agenda runs to 16 or 20 pages and includes one, maybe two, applications for rezoning.

There will also be the 43rd staff report on the new tree-cutting policy that has been in the works since 1984.

White Rock is stagnant.

White Rock, too, is showing its age.

Given the contrast in the amount of business each of these councils manages, you might be surprised to learn that White Rock council holds more meetings in a year than does Surrey’s and those meetings generally last longer.

There is suspicion in some quarters that there is much ado about nothing very much on Buena Vista.

I mention the contrast because it’s important to understand that the city hall that works well does so, in part, because it is open to scrutiny and must account for its actions.

If White Rock intends to go another way, as it appears prepared to do, then it will continue to whither as its politicians do what they do behind the screen of “authorized spokespersons.”

On December 10, 1948 the General Assembly of the United Nations adopted and proclaimed the Universal Declaration of Human Rights the full text of which appears in the following pages. Following this historic act the Assembly called upon all Member countries to publicize the text of the Declaration and “to cause it to be disseminated, displayed, read and expounded principally in schools and other educational institutions, without distinction based on the political status of countries or territories.”

PREAMBLE

Whereas recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world,

Whereas disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of mankind, and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want has been proclaimed as the highest aspiration of the common people,

Whereas it is essential, if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law,

Whereas it is essential to promote the development of friendly relations between nations,

Whereas the peoples of the United Nations have in the Charter reaffirmed their faith in fundamental human rights, in the dignity and worth of the human person and in the equal rights of men and women and have determined to promote social progress and better standards of life in larger freedom,

Whereas Member States have pledged themselves to achieve, in co-operation with the United Nations, the promotion of universal respect for and observance of human rights and fundamental freedoms,

Whereas a common understanding of these rights and freedoms is of the greatest importance for the full realization of this pledge,

Now, Therefore THE GENERAL ASSEMBLY proclaims THIS UNIVERSAL DECLARATION OF HUMAN RIGHTS as a common standard of achievement for all peoples and all nations, to the end that every individual and every organ of society, keeping this Declaration constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international, to secure their universal and effective recognition and observance, both among the peoples of Member States themselves and among the peoples of territories under their jurisdiction.

Article 1.

All human beings are born free and equal in dignity and rights.They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.

Article 2.

Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.

Article 3.

Everyone has the right to life, liberty and security of person.

Article 4.

No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.

Article 5.

No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.

Article 6.

Everyone has the right to recognition everywhere as a person before the law.

All are equal before the law and are entitled without any discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.

Article 8.

Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted him by the constitution or by law.

Article 9.

No one shall be subjected to arbitrary arrest, detention or exile.

Article 10.

Everyone is entitled in full equality to a fair and public hearing by an independent and impartial tribunal, in the determination of his rights and obligations and of any criminal charge against him.

Article 11.

(1) Everyone charged with a penal offence has the right to be presumed innocent until proved guilty according to law in a public trial at which he has had all the guarantees necessary for his defence.
(2) No one shall be held guilty of any penal offence on account of any act or omission which did not constitute a penal offence, under national or international law, at the time when it was committed. Nor shall a heavier penalty be imposed than the one that was applicable at the time the penal offence was committed.

Article 12.

No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks.

Article 13.

(1) Everyone has the right to freedom of movement and residence within the borders of each state.
(2) Everyone has the right to leave any country, including his own, and to return to his country.

Article 14.

(1) Everyone has the right to seek and to enjoy in other countries asylum from persecution.
(2) This right may not be invoked in the case of prosecutions genuinely arising from non-political crimes or from acts contrary to the purposes and principles of the United Nations.

Article 15.

(1) Everyone has the right to a nationality.
(2) No one shall be arbitrarily deprived of his nationality nor denied the right to change his nationality.

Article 16.

(1) Men and women of full age, without any limitation due to race, nationality or religion, have the right to marry and to found a family. They are entitled to equal rights as to marriage, during marriage and at its dissolution.
(2) Marriage shall be entered into only with the free and full consent of the intending spouses.
(3) The family is the natural and fundamental group unit of society and is entitled to protection by society and the State.

Article 17.

(1) Everyone has the right to own property alone as well as in association with others.
(2) No one shall be arbitrarily deprived of his property.

Article 18.

Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.

Article 19.

Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

Article 20.

(1) Everyone has the right to freedom of peaceful assembly and association.
(2) No one may be compelled to belong to an association.

Article 21.

(1) Everyone has the right to take part in the government of his country, directly or through freely chosen representatives.
(2) Everyone has the right of equal access to public service in his country.
(3) The will of the people shall be the basis of the authority of government; this will shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures.

Article 22.

Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.

Article 23.

(1) Everyone has the right to work, to free choice of employment, to just and favourable conditions of work and to protection against unemployment.
(2) Everyone, without any discrimination, has the right to equal pay for equal work.
(3) Everyone who works has the right to just and favourable remuneration ensuring for himself and his family an existence worthy of human dignity, and supplemented, if necessary, by other means of social protection.
(4) Everyone has the right to form and to join trade unions for the protection of his interests.

Article 24.

Everyone has the right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay.

Article 25.

(1) Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.
(2) Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection.

Article 26.

(1) Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.
(2) Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance and friendship among all nations, racial or religious groups, and shall further the activities of the United Nations for the maintenance of peace.
(3) Parents have a prior right to choose the kind of education that shall be given to their children.

Article 27.

(1) Everyone has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.
(2) Everyone has the right to the protection of the moral and material interests resulting from any scientific, literary or artistic production of which he is the author.

Article 28.

Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.

Article 29.

(1) Everyone has duties to the community in which alone the free and full development of his personality is possible.
(2) In the exercise of his rights and freedoms, everyone shall be subject only to such limitations as are determined by law solely for the purpose of securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a democratic society.
(3) These rights and freedoms may in no case be exercised contrary to the purposes and principles of the United Nations.

Article 30.

Nothing in this Declaration may be interpreted as implying for any State, group or person any right to engage in any activity or to perform any act aimed at the destruction of any of the rights and freedoms set forth herein.

The bill by the small Animal Rights Party, the first such group in Europe to win seats in a national parliament, passed the lower house of parliament by 116 votes to 30. It must be approved by the upper house before becoming law.

It stipulates that livestock must be stunned before being slaughtered, contrary to the Muslim halal and Jewish kosher laws that require animals to be fully conscious.

“This way of killing causes unnecessary pain to animals. Religious freedom cannot be unlimited,” said Marianne Thieme, head of the Animal Rights Party, said before the vote. “For us religious freedom stops where human or animal suffering begins.”

In a rare show of unity, the Netherlands’ Muslim and Jewish communities – numbering about 1 million and 40,000 respectively in a total population of 16 million – have condemned the proposed ban as a violation of their religious freedom.

“The very fact that there is a discussion about this is very painful for the Jewish community,” Netherlands Chief Rabbi Binyomin Jacobs told Reuters.

“Those who survived the (second world) war remember the very first law made by the Germans in Holland was the banning of schechita or the Jewish way of slaughtering animals.”

Uca Octay of Rotterdam’s Islamic University said: “We will have to import halal meat from neighboring countries or find another way to meet the needs of the Muslim population.”

Pain impossible to prove
The law said religious groups could continue ritual slaughter if they proved it was no more painful than stunning, but it was not clear how to do this. The Jewish community has challenged a study on animal pain used to support the ban.

“This is absolutely impossible to prove,” Jacobs said. “You can’t ask the animal how it feels afterwards.”

Britain’s Chief Rabbi Jonathan Sacks visited the Netherlands last week to lobby against the law, arguing that pre-stunning failed in up to 10 percent of cases and that caused more pain than the swift cutting of the throat by a razor-sharp knife.

Philip Carmel, International Relations Director for the Conference of European Rabbis in Brussels, stressed the upper house of parliament could still reject the law. “We believe the Dutch parliament and people, who have a history of tolerance, will see sense and make the right decision,” he said.

Dutch Muslims, mostly of Turkish and Moroccan origin, have complained they felt stigmatized by the planned ban, debated amid growing support for anti-Islam populist Geert Wilders.

A court cleared Wilders last week of charges of hate speech against Muslims. His Freedom Party has supported the ban.

“There was no reason for passing this law,” said Imam Mahmut of the El Tawheed mosque in Amsterdam. “This is a political decision. Who has the authority to determine whether the way of killing animals is good or not?”

European restrictions
European Union regulations require animals to be stunned before killing but allow exceptions for ritual slaughter, which the European Court of Human Rights has ruled is a religious right. Animal rights activists insist this is inhuman.

Carmel said the European Parliament last week rejected a bid by animal rights advocates to have kosher and halal meat specially labeled as coming from unstunned animals.

OTTAWA — Critical energy and water shortages combined with climate change could provoke wars within the next 15 years, warns a newly-released analysis by the Department of National Defence.

“Global reserves of crude oil could become problematic by 2025,” wrote Maj. John Sheahan in a draft version of the report, Army 2040: First Look. “This implies that (barring the discovery of significant new reserves, and barring the adequate adoption of substitute fossil fuels or alternative fuel and energy sources) critical energy shortages will develop in the time frame of (and perhaps prior to) 2025.”

The report noted that alternative fuels and energy may not be enough to respond to rising demand for energy that is forcing oil production to reach its capacity — a threat commonly referred to as “peak oil.”

“There can be little doubt that unrestricted access to reliable energy supplies is a global strategic issue, one for which, recently, numerous nations have been willing to fight, and have indeed done so,” said the report, released to Postmedia News through an Access to Information request. “Thus the trend that envisions depletion of fossil fuels such as crude oil in coming decades may also contribute to international tensions if not violent conflict.”

Sheahan is part of a Canadian team of analysts led by Lt.-Col. Michael Rostek, who are researching long-term planning scenarios for the military. Members of the team said earlier this spring that they had submitted their analysis to senior military officials who are still reviewing the work.

The analysis also warns that, even under conservative estimates, up to 60 countries could fall into a category of water scarcity or stress by 2050, making the natural resource “a key source of power” or a “basis for future conflict.”

The draft report said that despite some “vigorous debates” about the pace, cause, magnitude and impacts of global warming, there “can be no further debate that global climate change is occurring.” It would turn the phenomenon into a “shock” and not just a driver of change, the report said.

Crop failures resulting in mass migrations and starvation, along with rising sea levels from melting ice caps and other factors, would be among the impacts.

“These sorts of changes could lead to impacts resulting in the abandonment of large urban and cropland areas, further aggravating a broad range of existing resource scarcities,” said the report.

Governments from around the world reached a consensus in 2007, based on an international assessment of peer-reviewed science, that there was a 90 per cent probability that human activity is responsible for causing climate change observed over the past century.

But the report said that resource scarcity doesn’t directly cause violent conflicts, since those would also depend on other political, economic, military and social factors.

Another section of the report said that melting ice in the North and the potential reserves equivalent to as much as 22 per cent of the world’s fossil fuels, could also create new challenges for Canada in the Arctic.

The analysis said that the rise of emerging nations such as China, India and Brazil would also be a key factor in increasing demand for resources in the coming years, also provoking a shift that could see Canada replaced as the main trading partner of the United States beyond 2030.

It also said that human creativity could help avert potential disasters in the future.

“Collective human wisdom and judgment will be crucial in shaping (science and technology) progress and developments in ways that deliver the greatest benefit to humanity while avoiding conceivable catastrophes,” said another section of the report authored by science adviser Regan Reshke.

Rostek’s team has predicted four possible scenarios for the future, including one in which Canada would be at the forefront of a prosperous green economy that favours clean energy, environmental protection and promotes improving living standards around the world.

But they said the path would depend on policy decisions made by governments today.

OTTAWA — Letters, bills and cheques should be flowing into Canadian mailboxes Tuesday, after the Senate passed the Canada Post back-to-work legislation Sunday, one day after a marathon session in the House of Commons ended.

Shortly after the Senate passed the bill with a vote of 53 to 26, the bill received royal assent pushing the legislation into law.

By Tuesday, nearly 50,000 locked-out Canada Post workers will be forced back to the job under settlement terms arranged by government, rather than through a collective bargaining process.

BAD TEACHER-sony…!
Wikipedia, copyright, notoriety, new original work and notability !

…forgive me, my book does not comply with any of the above, hence wikipedia does not even list it !
…but a new movie is on their and fast…!, even though it has less than “50%” approval …!

AS ALWAYS A “CHARM” of a woman trying to get a “wealthy” man…!
I HAVE ALWAYS BEEN IMPRESSED BY THE MOVIE OF A wealthy man that prefers to get an honest and true woman to live with who will really appreciate him, and she is “poor” in money but rich is “spirit”…!
i forget the name of it…!
oh now i remember it : “PRETTY WOMAN” (Richard Gere and Julia Roberts)…!
REMEMBER THOUGH THAT IDEALS ARE ONLY IDEALS, and management of love and passion are completely different !

With pure logic the bad teachers get to be more bad or “real good”…!

NOW SOME OF MY TRUE STORIES:
(1) In venezuela university, i have walked in and out of an exam giving in a blank page ! i had darn clue what the teacher was asking or talking about. and i did not miss one class ! eeeek !
(2) the other one was the one of everybody filling pages and pages of a bad answer that seemed to be right, and i handed in one page with the right answer: ” wrong premises or theory principles, the question has no answer !” . i do not remember how many gave the same answer !
(3) the other one but not the least, was the one in which, the right answer was like none of the above, explain why ? and nobody new either ! except me and a few !
(4) the other one and the worst, was the one, in which i had to know by memory an equation approximation(which i found out later was never given in class) to obtain the only missing variable of a problem i new how to solve, and hence i passed the final exam with 100%-30% = 70% . Other students copied and others had old exams with this info. Not that I had never copied, but this time i did not, nor “could”, it was a setup !. This was the Subject of the best professor in Soil Mechanics: (Castelleti. A fire brigade truck plowed him before and nearly killed him !) The mediocres were starting to govern soon in venezuela !

A wonder of love or a wonder of fame !

Most everything has been said to me,

By my family, my own blood so far,

And by the female, I gave more than she !

I find it hard to be, what I have been to this day,

As most seem or are a common trend of the mind,

That ages has seen, time and time again !

Human rights has developed beyond them,

And I do not know when we will finally conquer !

The defense of progress of culture, Science,

Logic and Society, is believed to not be possible !

Or a worthless effort, of so mediocre minds,

that have managed to get to modern times,

and I find it hard to know really how !

Not having found any real place for this my progress,

Of logic completeness, and human dignity,

After quite some direct contacts in Academia and Government !

I ventured on a odyssey, of fortune and fame,

And tried to love my way to her !

Shakespeare also declares such endeavors of a pilgrim,

And we do not know if finally the pilgrim alas did fail,

To be with her the night would post too soon,

But now are minutes added to the hours !

Shine Sun to succour flowers and to shine on me !

Truly my energy is hard to come by with,

When this energy seems to be all by itself !

So much wasted thought, ideas and words,

In a World of values that are valueless !

And true values, are lost in the obscurantism of modern times !
